■.本周稀土市場金屬價格都有小幅上漲。亞洲金屬網價格:鐠釹金屬329-334元/KG，鏑鐵合金價格1240-1270元/KG，鋱金屬價格3020-3120元/KG。

This week the price of rare earth metal has a slight increase. Prices from Asian Metal at weekend present: PrNd: 329-334RMB/KG, DyFe: 1240-1270RMB/KG, Tb Metal: 3020-3120RMB/KG.

2.業內人士分析Analysis of Professional Insiders

受稀土商儲影響，4月18日，稀土主流品種價格出現不同程度上漲，氧化鐠釹含稅報價漲至26萬元/噸以上。氧化鏑詢盤大幅增加，多數商家持貨觀望不出，報價已經上調到120萬元/噸；氧化鋱報價也已升至230萬元/噸。

Affected by the rare earth commercial storage, prices of main kinds of rare earth rise in varying degrees, the tax-included price of PrNd oxide was increasing to over 260,000 RMB/ton. Also enquiries of Dy oxide was largely increased, most of sellers hold their stock to wait and see, the price has increased to 1,200,000 RMB/ton; price of Tb oxide has increased to 2,300,000 RMB/ton.

從中國稀土網站獲悉，國家發展改革委日前會同有關部門召開稀土企業商業儲備動員大會，由稀土企業集團自發開展的稀土商業儲備正式啟動。這標志著稀土行業企業層面的供給側結構性改革進入實質性攻堅階段。據了解，國家層面的相關改革措施短期內也將付諸實施。

According to information from the website of China Rare Earth, National Development and Reform Commission recently hold a meeting with relevant departments about commercial reserve of rare earth enterprises, the rare earth commercial reserve which carried out by rare earth groups spontaneously has officially launched. This means the supply side reform of rare earth industry has entered a substantive stage. It is understood that relevant reform measures from national level will be implemented in the short term.

記者從業內人士處獲悉，參與此次商儲的稀土企業包括中色股份以及北方稀土、中鋁公司、廈門鎢業、中國五礦、廣東稀土、南方稀土六大稀土企業集團，但具體收儲量目前尚未知。

Reporters has got info from industry insiders that rare earth enterprises participated in the commercial storage include China NFC, China Northern Rare Earth, Aluminum Corporation of China, Xiamen Tungsten, China Minmetals, Guangdong Rare Earth Group, China Southern Rare Earth, however, specific storage volume is still unknown.

會議明確了稀土商業儲備的原則、配套措施、實施主體、運行模式、具體方案和進程。雖然此次收儲為企業自發開展，但由國家倡導，以稀土行業供給側結構性改革為重要目標，是稀土戰略儲備體系建設的重要組成部分。

The meeting mapped out the principles, supporting measures, practical subject, the operation mode, the specific program and process of rare earth commercial reserves. Although the storage was carried out spontaneously by enterprises themselves, but it is an important part of the system construction of rare earth strategic reserve, because it was initiated by the government, and with rare earth industry supply side structural reform as its important goal.

中國稀土學會副秘書長張安文在接受上證報記者采訪時表示：“商業收儲作為國家收儲的重要補充，對行業目前產大于求的現狀是一種有效緩解手段。僅靠商業儲備一種手段對行業的影響并不大，關鍵要配合多重政策，比如總量控制、打黑等結合開展，多管齊下打出政策組合拳，才會對行業有穩定甚至回升價格的作用。"

Zhang Anwen, Deputy Secretary-General of China Rare Earth Association said when interviewed by reporters of Shanghai Securities News “as an important supplement to the national rare earth storage, commercial storage can effectively alleviate the current situation of overcapacity. And there won't be big effect on the industry only we only reply on the rare earth commercial storage, the key is to use multiple policies, such as total quantity control as well as the crackdown on illegal mining. Only by multi-pronged policy, can we make the rare earth prices stable and even rise."
