本周稀土市場行情，鐠釹，鏑鐵和鋱價格保持平穩，與上周持平。亞洲金屬網價格: 鐠釹金屬價格404-409元/KG，鏑鐵合金價格1160-1180元/KG，金屬鋱價格3800-3850元/KG（上海有色，3850-3900元/KG）。

This week, price of PrNd, DyFe and Tb still kept stable and unchanged from last week. Price from Asian Metal at this weekend presented: PrNd metal 404-409RMB/KG, DyFe alloy 1160-1180RMB/KG and Tb metal 3,800-3,850RMB/KG (price from SMM: 3850-3900RMB/KG).

In February 2012, the Australian Lynas Rare Earth Corp. set up the world's largest rare earth refinery in Kuantan, on the east coast of Malaysia. It is worth more than 1 billion AUD, is the largest supply base for rare earth outside China. Because the radiation and toxic waste from rare earth endanger public health and the ecological environment, the Malaysian people, associations and non-governmental organizations opposed the storage of Lynas scrap in the country. Over the past 8 years, millions of Malaysian citizens have expressed their concerns in various ways.

After Malaysia new government came to power, the opposition voice raised another climax. The government decided to set up an evaluation committee to re-examine the indicators and operating license of this rare earth plant. Previously, Lynas's storage permit for rare earth residues expired on October 31. According to the statement from the Ministry of Energy, Science, Technology, Environment and Climate Change of Malaysia on October 30, the government granted Lynas a temporary storage of scrap permit until February 15 of next year. The reason that the government extended the period is to allow the operation assessment and Waste Management Executive Committee of the Lynas Rare Earth Refinery (LAMP) to re-examine and evaluate the scrap storage and operation way of the company.

According to the latest announcement, the Malaysian Review Committee held a hearing in Kuantan on November 11, 2018. Participants came from the Ministry of International Trade and Investment, IAEA, the Ministry of Environment, the Ministry of Health, the Ministry of Occupational Safety and Health, Lynas (Malaysia) Corp. and other relevant parties. However, the hearing did not make any difference. The review Committee is expected to submit a report of the hearing to the minister on November 27.

鐠釹稀土市場持穩運行，商家報價持平，氧化鐠釹含稅31.6-31.8萬元/噸，鐠釹金屬含稅40.4-40.8萬元/噸。近期鐠釹稀土市場商家看待后市意見分歧，部分商家認為當前金屬廠備貨意愿不足，氧化物市場交氛圍清淡，后市鐠釹價格或將小幅下滑。此外，近期市場上關于云南海關閉關的消息比較多，云南騰沖海關閉關致使稀土進口量減少，部分企業稀土氧化物產量因此下降，鏑鋱稀土氧化物價格小幅上調，但受限于下游市場實際交清淡，漲幅有限。（富寶資訊）

Dy and Tb rare earth oxide prices increased slightly, while, limited by the light real transactions in downstream market, gains were limited.
