本周稀土市場行情，鐠釹，鏑鐵和鋱價格保持平穩，與上周持平。亞洲金屬網價格: 鐠釹金屬價格405-410元/KG（上海有色，406-410元/KG），鏑鐵合金價格1220-1240元/KG，金屬鋱價格3850-3900元/KG（上海有色，3880-3920元/KG）。

This week, price of PrNd, DyFe and Tb still kept stable and unchanged from last week. Price from Asian Metal at this weekend presented: PrNd metal 405-410RMB/KG(price from SMM: 406-410RMB/KG), DyFe alloy 1220-1240 RMB/KG and Tb metal 3850-3900RMB/KG (price from SMM: 3880-3920RMB/KG).

近日，自然資源部印發了《自然資源部關于進一步規范稀土礦鎢礦礦業權審批管理的通知》由于稀土礦是國務院規定實行保護性開采的特定礦種。為保護和合理開發利用優勢礦產資源，深入貫徹落實黨中央、國務院決策部署，現進一步規范和加強稀土礦開采審批管理。

Recently, the Ministry of Natural Resources issued the Ministry of Natural Resources on the further regulation of rare earth ore and tungsten mining rights examination and approval management notice, because rare earth ore is the State Council stipulated the implementation of protective mining specific minerals species. 此次通知更新是在2015年出臺的《國土資源部關于規范稀土礦鎢礦探礦權采礦權審批管理的通知》基礎上重新進行了修訂，其中新設稀土礦勘查開采登記申請繼續暫停受理。審批管理中，對待環保依舊不見絲毫放松，其中此次新通知中提到新設稀土礦、鎢礦采礦權，依法進行環境影響評價，符合生態環境保護要求。對存在嚴重破壞環境、不履行礦山生態修復義務的采礦權，不得分配開采總量控制指標。

The notice update was revised in 2015 on the basis of the notice of the Ministry of Land and Resources on standardizing the examination and approval of prospecting rights in rare earth ore and tungsten ore, and the application for registration of new rare earth mining exploration and exploitation continued to be suspended. Environmental protection has not been relaxed in the examination and approval process. The new circular mentions that new mining rights for rare earth and tungsten minerals must be assessed for environmental impact in accordance with the law and meet the requirements for ecological and environmental protection. No quota for the total amount of exploitation may be allocated to mining rights that have seriously damaged the environment and fail to perform the obligations of ecological rehabilitation of mines.

生意社稀土分析師預計近期國內環保嚴查力度不減，加之國內對于吸入行業秩序進行整頓，對于稀土行業產生一定的利好影響，但是近期進出口方面受到一定的限制，加之近期稀土行業交行情冷清，預計稀土市場價格小幅走低。（生意社）
